SMALL CELL EQUIPMENT POLICY - Approved by the Milton Select Board on April 10, 2019
The Town of Milton Select Board approved a “Small Cell Policy” on April 10, 2019. The policy will be implemented when permission to place small cell equipment on utility poles or other supports on town owned property or within the public right of way in Milton is requested. The policy was approved and will be implemented while additional items are further studied by the Select Board, the Telecommunication Design Review Committee, and Planning Board.
While the policy is a start approved by the Select Board, the next steps in the process will be a review of necessary design standards, and creation of a new small cell application.
The following will continue:
-- Gain a full understanding of the technology and important safety considerations;
-- Articulate priorities for accommodating this technology;
-- Create clear policies for permit review citing clear expectations;
-- Develop a template right-of-way access and town pole attachment agreement;
-- Think through any items to negotiate with industry in exchange for the use of the right-of-way; and
-- Give careful consideration to fee structures.
-- Planning Board to craft appropriate future Zoning Bylaw.
