The Chair called the meeting to order at 7:30 PM.
Following discussion of Article MM, on a motion made by Member Pinkus and seconded by Secretary Hurley, the Committee voted 9-0-0 to recommended in favor of Article MM.
Article NN was deferred until the next meeting.
Following discussion of Article RR, on a motion made by Member McLaughlin and seconded by Member Keel, the Committee voted 10-0-0 to recommend in favor of Article RR.
Following discussion of Article XX, on a motion made by Member McLaughlin and seconded by Member Dee, the Committee voted 10-0-0 to recommend that $82,192 be transferred from the Lamb Playfield Account to the Gile Road Gift Account.
The Chair reported that, due to the retirement of the public health nurse, the Board of Health’s budget has been reduced. On a motion made by Secretary Hurley and seconded by Member Keel, the Committee voted 10-0-0 to reconsider the Board of Health’s contingent budget. On a motion made by Member Keel and seconded by Secretary Hurley, the Committee voted 10-0-0 to recommend the Board of Health’s Contingent budget in the amount of $158,728.
Kevin Mearn, Town Administrator, spoke with the Committee about the status of the Police and Fire Union negotiations for FY08 and FY09. He reported that the Firefighters Union and one of two police unions have made settlement offers. The Committee and the Town Administrator discussed a multi-year approach to an override.
On a motion made by Secretary Hurley and seconded by Member Innes, the Committee voted 10-0-0 to reconsider the non-contingent Law budget. On a motion made by Secretary Hurley and seconded by Member Dee, the Committee voted 10-0-0 to amend the non-contingent Law budget to $136,000.
On a motion made by Secretary Hurley and seconded by Member Innes, the Committee voted 10-0-0 to reconsider the non-contingent Selectmen’s budget. On a motion made by Secretary Hurley and seconded by Member Innes, the Committee voted 10-0-0 to amend the non-contingent Selectmen’s budget to $441,742.
On a motion made by Member Innes and seconded by Secretary Hurley, the Committee voted 10-0-0 to reconsider the non-contingent Reserve Fund budget. On a motion made by Secretary Hurley and seconded by Member Dee, the Committee voted 10-0-0 to change the non-contingent Reserve Fund to $459,366.
On a motion made by Secretary Hurley and seconded by Member Dee, the Committee voted 10-0-0 to reconsider the contingent Reserve Fund. On a motion made by Member Innes and seconded by Secretary Hurley, the Committee voted 10-0-0 to adjust the contingent Reserve Fund to $459,366.
Before discussing the School budget, Member Folcarelli recused himself from the meeting. On a motion made by Member McLaughlin and seconded by Member Dee, the Committee voted 3-6-0 to reconsider the School budget. Motion failed. Member Folcarelli returned to the meeting.
On a motion made by Secretary Hurley and seconded by Member O’Connor, the Committee voted 8-2-0 to reconsider the non-contingent budget set-asides. On a motion made by Secretary Hurley and seconded by Member Innes, the Committee voted 6-4-0 to recommend $194,196 for a set-aside in the non-contingent budget.
On a motion made by Secretary Hurley and seconded by Member Innes, the Committee voted 10-0-0 to reconsider the Town Clerk’s non-contingent budget. On a motion made by Secretary Hurley and seconded by Member Innes, the Committee voted 10-0-0 to amend the Town Clerk’s non-contingent budget to $223,927.
On a motion made by Secretary Hurley and seconded by Member Innes, the Committee voted 10-0-0 to reconsider the Warrant Committee’s non-contingent budget. On a motion made by Secretary Hurley and seconded by Member Innes, the Committee voted 9-1-0 to reduce the Warrant Committee’s non- contingent budget to $17,902.
Before discussing the non-contingent School budget, Member Folcarelli recused himself from the meeting. On a motion made by Member Pinkus and seconded by Member Innes, the Committee voted to reconsider the non-contingent School budget. On a motion made by Member Pinkus and seconded by Secretary Hurley, the Committee voted 8-0-0 to change the non-contingent School budget to $31,861,120. Member Folcarelli returned to the meeting.
The next meeting will be held on Monday, March 31 at the Senior Center.
On a motion made by Member Keel and seconded by Secretary Hurley, the Committee voted 10-0-0 to adjourn at 10:15 PM.
