Minutes of the Meeting of the Board of Health

1. No one attended for Citizens Speak.
2. The minutes of the December, 2007 Board of Health Meeting were unanimously approved following a motion by Ms. Fidler which was seconded by Mr. Lowney.
3. Outstanding bills were signed for payment.
4. Caroline Kinsella and Anne Heckman were interviewed for the Public Health Nurse position. The Chairman asked the candidates to speak about their nursing experience, explaining why they are interested in this position. The Board members, Medical Advisor, Director and Public Health Nurse posed questions to the applicants and asked if their references could be forwarded to the Board of Health office. After thanking the women for attending, the Board advised that they would be in touch with them.
Following a discussion, the Board unanimously agreed to offer the position to Ms. Kinsella, contingent upon her references. The Director will follow-up with the two applicants to convey the Board's decision. He will also determine the date of the next Personnel Board meeting at which the candidate must be approved.
5. The Director advised the Board that the Principal Clerk was interviewed recently during a reclassification of clerical employees in the Southeastern Public Employees Association. He explained the history of past unsuccessful reclassification efforts and stated that he will keep the Board updated on this process.
6. Mr. Blanchard explained that the Massage Establishment and Therapist licenses previously issued by the Town will now come under the jurisdiction of the State. We have notified local therapists of this change. This item will be placed on next month's agenda as well so that the Board can formerly approve the termination of these regulations and their decision will be posted with the Town Clerk.
7. The Director informed the Board of new business with which he has been involved. He explained that he has received notification of a new warrant article but that he doesn't believe it will affect this department.
He also updated the Board on the status of housing complaints at 55 Thacher Street and 14 Kahler Avenue.
8. Mr. Blanchard informed the Board that the Town car used by the Health Inspector for inspections is no longer available to her because of faulty brakes, a problem Ms. Janga has experienced more than once in the past. Ms. Janga has requested a different vehicle but was told that none will be available in the forseeable future.
9. The Board of Health attended a meeting with the Warrant Committee regarding the proposed FY09 budget.
The next meeting was scheduled for Monday evening, February 25, 2008 at 7:30 p.m. in the Small Basement Conference Room of the Town Office Building.
The meeting adjourned at 9:20 p.m.
