Board of Health Minutes, August 2007
Minutes of the Meeting of the Board of Health
Monday, August 13, 2007 - 7:30 p.m.

1.      No one attended for Citizen's Speak.

2.      Outstanding bills were signed for payment.

3.      The minutes of the June 25, 2007 Board of Health meeting were approved as written following a motion by Ms. Musto which was seconded by Ms. Fidler and approved by both.  Mr. Lowney abstained.

4.      The Director advised the Board that a tobacco compliance check was conducted last month and that there was 100% compliance among tobacco retailers.  Letters of congratulations were sent thanking them for their diligence in preventing the sale of tobacco products to minors.  

5.      The Director informed the Board that the scheduled topic for September's monthly newspaper article is a school related issue.  The Director asked the Board for any suggestions on a specific school related topic they would like to see addressed.  After discussion of various suggestions it was decided the focus of the article would be school health issues.  Mr. Blanchard will contact the school nurses to inquire about what specific topics they would like covered (i.e. immunizations and sport physical requirements, when to keep your child home due to sickness, cough etiquette, and the wellness policy).

6.      The Director provided an update on the department's Emergency Preparedness and MRC plans.  He distributed drafts of agreements between the Board, Milton Hospital, and the School Department for use of the High School during a State of Emergency.

        He further explained he will be participating in a Department of Public Health Emergency Dispensing drill on Saturday September 22nd.  There will also be an MRC drill on October 13th in Norwood which will involve Board of Health staff, MRC members, and Hospital staff.  

7.      The Director provided an update of the mosquito season both in Milton and all of Massachusetts.  To date, Milton has had no WNV or EEE activity.  The Director provided new information packets from the Department of Public Health on both mosquitoes and ticks.

8.      The Director distributed proposed flu clinic guidelines. These guidelines were developed to serve as an agreement between the flu clinic sites and the Board of Health.  Dr. Grant suggested formatting the guidelines in a legal manner, such as a Memorandum of Agreement.  These guidelines will be distributed to all flu clinic sites with each site being required to sign.

        In addition, a copy will be provided to the Council on Aging, as they have requested that the Board of Health add them as a flu clinic site for the upcoming flu season.  As previously discussed, they will be invited to the September Board meeting to address this request before the Board makes a decision.

9.      The Director distributed and gave a brief overview of the re-inspection fee in place for food establishments.  The Health Inspector has requested that the Board raise the fee from $60.00 to $100.00.  The fee is only assessed when a serious violation is found and a re-inspection is necessary to ensure correction of the issue.  The Health Inspector feels that as the current food code has been in place for over 7 years all food establishments should be fully compliant and those that are not should be charged a higher fee.  The Board requested that the Health Director investigate what other area Boards of Health charge and provide this information at the next scheduled meeting.    
                        
        The next meeting was scheduled for Monday evening, September 17, 2007 at 7:30 p.m. in the Small Basement Conference Room of the Town Office Building.
