Minutes of the Meeting of the Board of Health
Monday, May 21, 2007 - 7:30 p.m.

1. No one attended for Citizen’s Speak.

2. There were no outstanding bills to be signed.

3. Minutes of the April 30, 2007 Board of Health meeting were approved as written following a motion by Mr. Lowney, which was seconded by Ms. Fidler and unanimously approved by the Board.                     
    
4. Mr. Blanchard advised that the Region 4B Bioterrorism grant requires each Board member to successfully complete the ICS-100 and NIMS-700 examinations as part of the grant agreement.  These examinations can be completed online    

5. The topic of pet disaster planning was discussed.  In the event of a major disaster, Mr. Blanchard advised that many people are reluctant to leave their homes without their pets and emergency shelters are not equipped to accommodate animals.  He stated that he will be meeting with the new Selectman and will use this opportunity to discuss various options as to how this goal might be achieved.  One suggestion might be a joint mailing with the Town Clerk whose office has been focusing efforts to get all of the town’s dogs licensed.  Another thought was for a press release on the subject.

Mr. Lowney inquired if the Animal Rescue League might have grant money available for public education on this topic.  The Director said he would look into this matter further and update the Board at its next meeting.        

6. In preparation for his meeting with the new Selectman, Mr. Blanchard shared with the Board a fee schedule survey he had developed.  Citing comparable communities chosen by the town which are used for such purposes, he drafted a spreadsheet showing the various fees charged for specific permits.  It appeared that the Milton Board of Health’s fees were among the highest.  The one area where new fees might be possible is for catered events.  He will further investigate this matter and report back to the Board.      

7. The Director stated that he has made considerable progress on his research for proposed Private Well regulations.  He has spoken to representatives of the DEP and contacted nearby communities to determine what, if any, regulations they have in place.  In response to his concerns about how new regulations could be drafted so that they would encompass both new and pre-existing wells, the DEP urged him to speak to Town Counsel.  The Director also mentioned that he has found variations in testing requirements for private wells but that he will continue to investigate this matter and report back to the Board.  

8. The Director advised the Board that he was unable to contact Mr. Fredericks, the owner of 155 Blue Hill Avenue about the status of the work that was to be completed following a directive issued to him at last month’s Board of Health meeting.

9. The Director showed the Board a plaque received from the Project Public Health Ready Oversight Council recognizing the Milton Board of Health for meeting the project criteria of the Massachusetts Public Health Emergency Preparedness Region 4b and for its outstanding contributions to local public health preparedness efforts.  The plaque will be displayed in the Board of Health office.

        
The next meeting was scheduled for Monday evening, June 25, 2007 at 7:30 p.m. in the Small Basement Conference Room of the Town Office Building.
