Minutes of the Meeting of the Board of Health

1. No one attended for Citizen's Speak.
2. Minutes of the January 22, 2007 Board of Health meeting were approved as written following a motion by Ms. Musto which was seconded by Mr. Lowney and unanimously approved by the Board.
3. Outstanding bills were signed for payment.
4. The Director advised the Board that the Warrant Committee had no questions on the Health Department's proposed FY08 budget. He did, however, explain the workings of the mutual aid policy and answer their questions on the warrant article submitted by the Board of Health for the 2007 Town Meeting.
5. As a follow-up to a previous Board of Health discussion, Mr. Blanchard advised that he conducted some research on the Open Meeting Law. He found that specifics of Board of Health issues should not be discussed in email format.
6. The Director advised that it is time to prepare for the mosquito season. A notice will be published in the local media informing residents that they must register every year with the Town Clerk if they do not want their property sprayed. Informational fliers will also be posted on Milton cable television, the public library and other town locations.
Mr. Blanchard will also consult School Department officials regarding their Integrated Pest Management (IPM) plan.
Ms. Musto suggested he remind the Norfolk County Mosquito Control Program (NCMCP) about retention areas adjacent to the high school and Fuller Village.
7. The Director advised the Board that he has received a correspondence from Mr. Sandquist of 610 Harland Street whose septic system is located on an easement that runs through abutting properties. The correspondence stated that his cesspool was collapsed and filled in by a landscaper working on the property.
Mr. Blanchard explained that an inspection of the site was conducted and documented that the cesspool in question was dry and not in use. .Since the system is already documented to be in failure, replacement of the system has been ordered and the filled in cesspool does not create any additional public health risk, no further action will be taken by the Board of Health However, civil action between the two parties may be a possibility.
Mr. Blanchard will convey the Board's decision to Mr. Sandquist.
8. The Director advised the Board that he has received information recently stating that a large number of wells in town may be using well water for drinking or domestic purposes. In an attempt to verify this information, he will consult with the Water Department.
Along these lines, he suggested looking into the possible development of local well regulations using model regulations developed by the DEP. One of his concerns was whether new regulations would address only newly installed wells or if they would encompass pre-existing wells. Mr. Blanchard also stated that local regulations vary with some requiring test results every few years. He advised that he will compile information on the topic for the Board's review and consideration.
The next meeting was scheduled for Monday evening, March 26, 2007 at 7:30 p.m. in the Small Basement Conference Room of the Town Office Building.
